The flapper is the rubber seal at the bottom of the tank that opens when you flush and closes to let the tank refill. Over time, flappers warp, crack, or develop mineral buildup — especially in Laveen's hard water — preventing a tight seal. The fill valve controls water flowing into the tank after a flush. If it's worn or malfunctioning, it may not shut off properly, causing the tank to overfill and water to flow into the overflow tube.
